After hearing the VL big boy whistle and being blown away by it---is it possible to upgrade sounds on older JLC and odyssey lionel steam engines? If so How? Thanks

Depends. You would have to buy a new RS Board, but not all are available for open purchase, and you would have compatibility issues trying to use Legacy with TMCC platform. G
Some of the sound improvement can be made, but not the range of sounds you get from the VL Big Boy.
One improvement you can make, providing you have room, is to change the speakers and also run a tether to add a speaker to the locomotive boiler. One of the really great sound features of the Big Boy is the sounds coming from both units. I've done one mod where I used two 16 ohm speakers, one in the tender and one in the boiler, it was a big improvement over the stock sound.
Other improvements include better speakers and proper baffling of the speakers, that can make a big difference.
