I have legacy hooked up this way.

From the Legacy base U terminal to the U terminal on the Legacy Powermaster.

From the ZW into the powermaster via the molex connector

From the powermaster to the track.

In conventional mode all works fine.  I have a meter on the track and when turning the knob I see the voltage rise.

When I flip the switch on the powermaster to cmd I would expect to see 18 volts on the track.  The ZW is outputting 18v at the terminals.  I do not see 18 at the Powermaster output.  I see what ever the last setting was.  In other words if I had the wheel turned to produce 8.4 volts on the track, when flipping the switch to cmd I still see 8.4 on the track.  Turning the knob at this point keeps the volts at 8.4 and the train moves.  Via TMCC I would assume.  However, as you might expect I do have very dim lights.

Should I run the U terminl from th Legacy base to my U terminal on the ZW instead?  I do not think it should matter.  At this point I am thinking defective Powermaster because I never see the volts rise when flipping the switch.

While I never had a Legacy power master, I had the TMCC power master at one time.  You should not change the switch when power is applied.  It is always been my understanding that you power off the power master, flip the switch to command and then power it back on.  At that point, there should be no power to the track until you address the power master with the Legacy remote and tell it to apply power to the track.  At which point, it should apply the full 18 volts to the track (assuming you have the zw set to full power).  You are using a postwar zw correct and not a new version with the bricks?
