Hi,
I guess it depends on if you will be converting to command or leaving it conventional.
If conventional then yes, I think the easiest would be the Williams kit, you get basic sound and its simple to install. I don't have this engine so I cant attest to the space inside. You would have to take it apart to see.
If going command then an ERR Diesel Board with a Cruise Commander is an obvious choice.

I plan on taking off the Chuggington shell and putting on a boxcar shell as so
to hide the engine. I will try and post video when the project is done.

I thought Williams had a good idea on there Chuggington until I seen the list prices (Blowout not bad now) and there was no specific Chuggington sounds. Actual sounds from the series would have made a nice product. If someone comes up with a way outside of a Bluetooth type speaker set up I'd love to see the proposal.

It's not that there are no chuggington specific sounds, there is no sound system at all. Very frustrating.
Well, I bought my Wilson diesel for $60 new from a Williams dealer in blowout pricing about a year ago, when several dealers were offering them close to that price.
According to Bachmann’s online shop, the Chuggington line in O gauge has been discontinued, so anyone who wants one had better get it now from a dealer who is still selling at clearance prices. (Bachmann is still listing Wilson for $350.)
Clearly these models were never intended to literally have all the bells and whistles, but, yes, the list price was so high that it hardly seemed like a value-priced product aimed at kids. I know the market price was a lot lower, but apparently not low enough to sell in sufficient numbers to satisfy Bachmann.
CTT did a fun video product review in 2015. One shot shows the amount of space available under the shell. Even with twin can motors, Wilson seems to have enough room for some added electronics. Here’s a link to that video:
