Most of them are pretty bad. They sound like the old bicycle horns used in the PW locos or in Williams case they only pound out one sound pattern (grade crossing).
The Lionel Signal Sounds boards are just the whistle/horn and bell sounds that were used in RailSounds. These are harder to come by but they sound like real train horns/whistles.
I have tested both a k line and a weaver one. Both sounded decent. But I killed the weaver one in my tests. One of my diesels has a signal sounds board and I like its horn.
I have never heard any of the sounds from Williams.
The Williams horn sounds very good to my ears, but it does have one drawback: when you activate it, it always sounds two longs and two shorts. You can't alter the pattern.
If that's not a problem for you, I can recommend the Williams Tru-Blast II.
