That looks like a USRA car and would have been letter for the P&R. The Reading company was a holding company for the P&R and a mining/coal company which they sold. In 1924 the P&R was disolved and Reading Co. became the operating company. Assuming they didn't rush out to repaint all the freight cars that name might have lasted for several years after this. Look up "Reading Company" on Wikipedia.
