For the pre-war and most post-war engines by Lionel a 30 watt transformer is way too small. Use at least a 45 to 90 watt transformer then see what it does. The field windings in a pre-war engine need to be powered up and the E-unit, also most older engines have a headlight so another few watts are needed there, and 30 watts just don't cut it.

 

Try using a CW-80 by Lionel or an MTH Z-1000, or the Atlas 80 watt transformer in O gauge.

 

Your 30 watt transformer would be good for powering some lights in a building, or for passenger cars on a shelf display.
