Lionel 6446-6 N&W hopper plate painted or..

Hi guys got a really clean body postwar N & W cement hopper 6446

Had a little rust that was noticeable on the plate above the trucks part #6446-6

I cleaned it up and soaked it in vinegar to make sure all rust was gone. I tried to blue it but it would not take so I painted it

Does anyone know if originally it was painted or blued? I used the chemical liquid bottle one ...but I can use heat to blue it if it came that way.. Thanks for the info ...daniel..
