In the David Sweetland book "New York Central Lightning Stripes", on page 73, 2 NYC GP-7s are shown in color departing Cincinnati Union Terminal with the CINCINNATI MERCURY. One GP-7 is "in the gray passenger scheme and one in black..." Both units are in lightening stripes.

 

There were of course exceptions, but most NYC EMD E units and Alco PAs were grey. Alco FAs were (mostly) black. I see EMD Fs  in black and in grey, as well as GP-7/9 in black or grey as well. My NYC books show grey GP-7/9 in grey hauling freight as well as passenger consists. I suppose it varied on motive power needs , re-gearing service/maintenance/upgrades, and of course when they were in service.
