Cost appears to be the reason not to do it. Do you have a set of boards left over from a swap or repair? Someone recently put a set of older tmcc boards up in the for sale forum.
Is there LionChief engine that the shell may fit on? The set break-up prices are close to a set of ERR kits.
You can install TMCC in most anything with wheels and a motor. As Carl says, the cost is the primary driver. There are solutions for most any smoke issue, I've installed smoke in some very small locomotives. Here's the installation in a K-Line semi-scale locomotive, similar in size to many set engines. This one has cruise, fan driven smoke, etc.
