Yeah.  My remedy only helps if the speaker port is very small.  I got a couple of early Railway Express steam cars in the 80s.  The quality was poor but they had volume control and were plenty loud enough.  There's a posting somewhere else that showed how to increase the chuff rate by adjusting a solder connection.  I have one of Lionel's "Dry Gulch" CW era locos which I weathered and added details and figures.  The RE sound is somewhat more compatible with the wood burner period.

In this case I used a bathroom Dixie cup for a baffle, which required a little flexibility.  In another case where there was room I cut off the bottom of a prescription bottle.

Couldn't you just download the free LionChief app and adjust the sounds?  At least on recent Bluetooth equipped Legacy locos?

And anything with no volume adjustment has Bluetooth, prior to Bluetooth, they always had a physical volume control.
