menards power and light led question

Ok so i found some power at radio shack. im using 3 volts dc lights are a little dimmer but thats fine. part two would be dose it need all 4.5 to make the sign work ? secondly my power converter can be set to 5 volts dc. will that half a volt blow everything out ? ive heard of disasters from spikes...........looking for some answers........conrail john..........when it comes to electronics im a moron
