Given the Siemen Chargers are going to be everywhere, why is no one making these in O Scale? Come on Lionel or GGD or Atlas!

Lionel should make a Vision Line version. The Chargers have a lot of interesting lighting features that Lionel could add. The destination boards are a must. Perhaps Lionel could make some Vision passenger cars to pull behind the Chargers.
I'd of course prefer a 3rd Rail one as it would best capture the details, but I might consider a Lionel version if they did it first. The biggest challenge is getting the licensing agreement with Siemens. Bachmann has an agreement for the SC-44 model in HO and it is not clear if they also have it available for O scale.
GGD has scale Viewliners and Amfleets going on the water in the next few weeks for August delivery. Can't wait to see them in person and an ALC-42 would be nice to lead those cars as Amtrak's long distance locomotive of the future.

I'd agree on a 3rd Rail ALC-42. I'd pay a premium if it meant getting a license from Siemens.
With LD Viewliners coming from GGD, I think it'd be awesome to have a ALC-42 pull a string of Viewliners and maybe a future run of Amfleet IIs.
I hope that the unfortunate cancellation of the E60 doesn't kill the prospects of new Amtrak power. But, I would speculate that an ALC-42 would appeal to more people than an E60 which would be limited to those with a catenary system who model the Corridor.
The charge is going to soon be everywhere, so I feel like it is only a matter of time before one of the manufacturers makes it.
The Coaster in California already has theirs running.

Scott is seeing now that Amtrak can sell with the Viewliner project. There are several Amtrak projects in discussion now, just nothing far enough along to make any announcements.
If I was to be really silly, I'd suggest the Amtrak Exhibit train. Otherwise I'd have to pay someone to custom decorate the smattering of MTH baggage cars, sleeper and Amfleet food service car I acquired to do just that

(since I already have the P40 and F40PH that would pull such a train)
I can't find any info on the 3rd rail site about the new Charger?
It's shown on the back of the new OGR mag.
