I just opened a 1999-2000 new Lionel 6-21977 New York Central Command Control set. I wanted to run the 4-6-4 engine that came with the set. I have messed with it all day, all it will do is sit there and blow the whistle with the head light on. My volt meter goes from about 16 -18 volts down to around 5 volts when I try to move it.  When it has moved it's about 1 to 2 inches. I have run other TMCC engines just to make sure I have no other problems..all is well with them.

According to the manual it should start with engine ID 1 just like any other new TMCC engine. Any suggestions?........If not, please advise someone you feel good about that I may contact to send it to for repair.

There is no one around here in East Tennessee. I'm sure as old as the set is Lionel will laugh at me.

Thanks in advance for any help.
