operating MTH 249E Christmas Locomotive in Conventional mode

Hello all. Sorry if this is a repeat question. I put a friend's MTH 249E Loco and tender on the track in convention mode and get NO response from the locomotive. The tether pins are in place the track has power. The tender switch is in DCS mode (vs DCC). Is this normal? Do all PS3 locomotive operate in conventional mode?

Yes they do. DId the Headlight come on? The caps have to charge for 15-20sec before it starts up. Also make sure drawbar correctly installed fully. Also wire harness on engine side did not come loose out of drawbar.

Does it work in DCS? G

My friend handed me the loco and tender. All I have. I don't have the receiver or remote. I put it on track. Powered with Lionel KW. Nothing. No lights, no sound. Waited a few minutes. I checked the connections and they look to be OK. I'll check the wire harness on the engine side.
