Operating the ladder on the Lionel 16726

One of the cranks raises the ladder but the one that is supposed to extend the ladder will not turn. It seems to be binding and there is a spring attached to one of the rungs on the top ladder from underneath the ladder. I went to the Lionel site because they have all the manuals listed but for some reason they show that they do not have this car or any manual information. Does anyone know what I can do or where I can find information as how to correct the problem?
