Wehonest from China sells 30 sitting people for $15.00 plus shipping. The question you need to ask yourself is how populated you want your train? Since it's tough to see them go by, IMHO I would buy a set or two of these figures then add some highly detailed ones in key viewing places on the train like in a dome car or the corner windows of an observation car.
Sunset/3rd Rail/Golden Gate Depot also sell "Little People", which are seated for passenger car interiors. You might check their website. Just click on their ad at the top of every page, as they are a Forum Sponsor.
I'd probably go for the GGD people before the wehonest ones, I think the detail will be significantly better.
Another vote here for the GGD people.
My vote if you can find them are K-line or RMT Beepeople but they're pricey. They are cleaner detailed than GGD people IMHO although none wear hats. The GGD people are smaller too. Which may or may not be an issue for you. I bought 2 packs of the GGD people when I could not find the others. I was surprised at the level of detail considering GGD cars are as detailed as you can get. Lionel had passenger people in the last catalog. I preordered a few packs. No word on their arrival though.

BEEP people are too big, at least for the cars I've tried to put them into. The K-Line people are nice, but scarce.
If the passenger car has a vista dome like some K-Line cars, I used H.O. scale seated people for the vista dome area.

Interesting, they appear to be the same people. I have unopened packs of both at home, now I have to do a side-by-side comparison.

Anyone have photos of the LIONEL6-83653 Scale Figures ?
I have now ordered some Little People from Sunset Models. Let's see if they will fill the bill! Looked for the Lionel people for 21" cars in 2016 catalog but couldn't find a description. Are the Lionel people painted or would I have to paint them myself?
I have ordered the seated people (and standing people) from the Wehonest company. They are surprisingly good figures with decent paint jobs. They are not highly detailed (no facial features), but the clothing colors, hair colors and poses are pretty okay. I have populated several MTH cars with them. The only problem I have with these figures is that, even at supposed 1:48 scale, they look too large in the MTH scale cars. When they are seated, their heads are above the level of the windows. To better explain their sizing, the Wehonest figures are comparable in size to the Scenic Express figures -- which are also slightly too big in my experience for use in MTH passenger cars.
I have recently purchased figures in supposedly 1:50 scale from another Chinese company called Royalwaytrade. These people are a slightly better size for my passenger car seating, but the figures are even less detailed than the Wehonest figures. For instance, all the seated people have black hair and there are only seven clothing colors amongst my 100 pieces. These are okay for spreading around here and their to add bulk to the passenger compartments. But they don't look good enough to sit at the windows. (they are cheap, though. I paid U.S.$8.00 including shipping from Hong Kong).
I haven't tried the Sunset Models or Lionel figures. Does anyone know if they are a proper size for sitting in the cars? In other words, they can look out the windows?
Clearly I have also been on the passenger search for awhile. I see photos of other member's passenger cars with the right sized people peering out. I'd love to know what these folk are using.
If I ever have the wherewithal, I'll buy some of every manufacturer's seated people that are out there. And do a photo comparison scenario. But I hope someone else beats me to it and can save me the effort...

Sunset has redesigned its "Little People" to fit better inside passenger cars.
I have purchased many different sets of passengers, so far the S-scale ones I bought fit best in the MTH Premier and Lionel passenger cars. I have been unable to find them recently, so I'm in the same boat as most others now. I recently ordered several sets again, I'm waiting to see how these fit.

I didn't have a problem with their fit in my K-line cars, they are smaller that the K-line and RMT People, so they actually fit nicer.
