I have a #8301 southern train master which I am readying to convert to TMCC.  I started performing routine maintenance on it before starting the conversion.  I have discovered that, although the engine runs well in both directions, when removed from the track, one truck can be rotated in either direction by turning the wheels. There is a drag which I expected, but the wheels rotate smoothly.  The other truck is locked up and will not move in either direction.  On the track, under power, both motors operate properly.  Why will one truck not turn by hand?  What is normal operation?  OOPS!! forgot a major factor.  The engine has dual, vertical shaft, pull more motors.
