What type of White Paint does Lionel use on their drivers?

I have one of the Lionel Legacy 2-8-0's that has white paint on the driver tires?  Does anyone know what type of paint they used as I want to take it off but I do not want to paint over it.  Do you all think lacquer thinner will take it off?

Thanks for your answers, help and suggestions, they are very much appreciated.
