Has anyone used this program and how hard is it to learn and use? Also is it MAC Compatible does not say on the web site?

Sure it does and has a link to the Mac download page. There are some extra instructions for Mac, so don't forget to check those.
I used this program a long time ago when they were just developing track libraries for O scale, so I don't know how well it works today. It wasn't any harder to learn than others, they're all pretty similar in functionality, just different visual displays. The negative is that I don't think many here use it, so there won't be much help available. However, since SCARM is now a commercial product, more users might check XTRKCAD since it's free.
I tried it out a while ago because I have a Mac at home. I didn't have any issues getting it installed and running by following their instructions. At the time (A few years ago now.) it was clearly beta and a bit buggy, but it did work. In the end I went with SCARM as I was able to figure it out faster and I could use a Windows computer at work during my lunch break.
Now, you can install SCARM on a Mac if you use a WINE based software package. I use PlayOnMac to run SCARM at home. It works pretty well, just no 3D support, but I didn't need that so it was a non-issue for me.
