I have two ZW transformers, late 90's, early 2000's with 180 bricks. Both of the transformers have the same problem. The 2 outside throttles, large handles, are so sloppy that I have no idea what voltage its at or even if I am putting out voltage. The two inside accessory throttles work fine. Is this a major, time and money, fix, or is it something I could handle?

I thank all who respond in advance.

You can fix these if Lionel still has the parts.  One item is the base that hold the throttle pot gets changed from original plastic (which cracks) to a metal one.  Do a parts search on Lionel's website.  The other problem is the top is plastic and it cracks too.  This allow the gears to ride up over each other and skip.  You will see it as the handles get misaligned.

I have replaced the metal bases on mine, and manufactured a washer to help keep the cracked top seated, but I still have to move handles slowly to prevent skipping on the A handle.  I just keep them on full and use the TMCC to adjust voltage.

They are easy to work on.  Remove the 4 top screws and the top comes off and you can see the gears and throttle pot.  Don't even need to remove from layout.  Just keep power off for safety.  G
