It would, you really don't need anything but a chuff switch and a smoke fan motor.  I've put it into late TMCC with the voltage regulator, the early Legacy units are basically identical for smoke operation.  For early Legacy, you also get idle smoke, better chuff definition, and if they didn't have it, you can even add Rule-17 lighting and cab light control.
