I am curious if it is possible to fix the pilot to the steel frame on the newer Lionel scale F7s.  I was able to drill a hole in the frame of my new E9 and a corresponding hole in the plastic pilot and bolt them together.  Now the truck swivels independent of the cab body.  Can the same be done for the F units?

You might want to check out the various discussions over on the 3-Rail SCALE (3RS) Forum.

One thing to consider.  Since the front pilots have a gap due to not being attached to the frame, the pilot may as a result sit too high off the tracks if you mount them to the frame.  You'd probably want to form a spacer (shim) out of styrene or similar material that matches the contour of the front pilots, paint to match, & epoxy that between the pilot & frame; that will make sure the bottom of the pilots remain at the appropriate height from the rails.
