Have you cleaned the wheels and collector rollers? They can get carbon crud that you may have use some thing more than cleaner to get it off. Try some cleaner first. Just a quick wipe around and check for improvement. If yes, then a thorough wheel cleaning would be in order.
Also, the flywheel might need tightened.

If it not what Marty stated,
give the wheels with tires a look. Sometimes the brake shoes hit the tires and cause problems. If you see this, loosen the screw that holds the shoe bracket and tweak the shoe and screw back down.
Ok, exercise the switch and test before you open it. Run/Prog back and for the a few times. Rule out dirty switch or mis-positioned switch.
Reprogram the train id#. Set it to one, and then set it again to whichever id# you are using. If you are using the factory, id#1, set to a new number.
Try these before you open it up as well as the brake shoe check suggested.
Does the headlight blink? Is this a new locomotive? Did it run good for you at any point? What is the Lionel number?
Take your continuity meter and check for continuity between the handrails and ground. Those Lionel Legacy Berks are all great runners. It will be something simple. Let us know what is going on.
