Press ENG and the locomotive #. then press ENG again and the startup and shutdown icons will appear on the bottom line of keys.
That's how it starts up. If you want crew talk, press the tower button of the crew talk button. See the illustration below that was taken from the Legacy User's Guide, which is recommend reading. You can also vary the tower and crew conversations for Legacy locomotives by using the AUX1 key before pressing one of the crew talk buttons.

I think if you hold the start up button down for a little bit you will get talking. I think my Legacy Engines get dialog if I hold the start up button down for a little bit. If you don't want the dialog just hit the button for a second.

That's right--press and hold of the startup key will play a conversation between dispatcher and engineer. When they're done, the prime mover sounds will come on. Also note that moving the engine, blowing the horn, or other operation during the conversation will start the prime mover sounds early.
