Bought this at the Great Berea Train show today, along with a bunch of other stuff. It was covered in shrink tubing, but that came off pretty quick. My guess is an ac to dc converter, but the puzzling part is the two connectors on the right end - Pin 1 on each connector goes to its own blue cap - the other side of the blue caps is/are wired together and then go to the other leg of the transformer - if that is the ac input, why two connectors? Sorry for the awkward wording, it is what it is!

Well I don't think it is a AC to DC converter, I only see one diode. It is not Lionel or MTH or Atlas, as I don't recognize the angled sockets on the board.  The red and black look like the input wires, most likely DC. With the transformer and the large coil on the board, just a wild guess it could be used for lighting a 2 part electro luminescence sign, something akin to Miller engineering signs.

Chuck, that actually makes sense - I bought this (and a whole BIG pile of other stuff) from a lady at the Berea train show whose husband had passed 3 yrs ago. He was clearly into moving signs and billboards, so this may have been part of some sort of billboard. Probably won't do anything with it...if you know someone who needs one, let me know.
