Today while running my GP35, the bell would turn on and stay on when I pressed the horn button. So I shut it off several times remotely and decided to kill the track power after it would ignore commands. Waited 20 seconds to power it up and the bell turned on wothout giving a command. What could be causing this?

I assume you're using a command remote with it...? It could just be that the remote that you're using has the bell button stuck being pressed.
The engine is okay, just found out the remote is the problem. The remote i’m using is a legacy remote. The bell is stuck on after I pull down on the horn. Is this common and how do I fix it?
Never heard of this.
I would try doing a reset on the engine, if that does not work then I would swap the R2LC and sound board with known good units.

Ask Lionel about this, they might be able to throw that in as a free repair. What I believe is going on, is either the horn/bell slider has gone bad or there's something internally shorting for the horn/bell slider.
You could try a reboot of the remote and/or the base. That could clear that out if it's a software bug.
You have a problem with the remote. First thing to try is blow some canned air into the horn/bell control and see if you can cure it, that's a common fix for the brake slider as well.
It did it this last friday, I will used canned air to get see if it helps
