My dad has a legacy system and two engines and I tried using the cable that comes with the legacy set and added the engines to run as tmccs but I press the start up button and nothing happened track power was on

This is a very vague question. Some details would be nice.
Are you connecting the Legacy to DCS? Running strictly Legacy. Not sure what the setup is.

You cannot use the cable that comes with the Legacy set to connect the TIU to the Legacy Command Base. You must use an MTH #50-1032 cable. You can find it here:
