Fast Trak 031 turn outs

I have been having issues with the FastTrack 031 turnouts. I am on my second switch now that keeps on locking up. I have to push the rail to the other position and it may work a few time or it locks up again. My dealer called Lionel and they told him for me to loosen the screws under the switching mechanism. It didn't help. I am going to take the switch back tomorrow and hope the 3rd switch is the charm. Anyone else have this problem. Another 031 issue I am having is when the train goes down the turn side of the switch it sparks and stops the engine. When going straight there is no issues. Both switches are RH????
