This is pretty open.    I use a 50-50 mix, but I don't measure carefully.    I think you could drop down to 30% glue and still have it work for small ground foam.

The important thing when doing this is spray down a good "professional" wetting solution     Again this is pretty loosely defined, but is a few drops of liquid detergent or soap in maybe 12 ounces of water.      This breaks down the surface tension in the glue mix and allows it to spread.

 The 50 50 mix is what you want when dribbling on glue over a previously wetted surface of ground cover. Not familiar with snow. But for finer ground cover. You may want to consider brushing on straight white glue to the surface. Then sprinkling on your ground cover. A slight misting of water after the ground cover is applied will bring it down into the glue. When dry you can vacuum up what doesn’t make it down to the glue or brush it away into a pile and reuse it.
