My Dad's and I's  layout is run in conventional with the Lionel Powermaster and a cab 1. It can be also switch to TMCC if we want to. 

The problem I'm having is the track power is always on and will not go all the way off. When I put an engine on the track it only goes backwards and I can get the bell or horn to sound. I have tried this with a couple of my engines and always get the same result. 

Is there a way to reset the Powermaster or do I have to do something with the cab 1? 

Any help will be greatly appreciated.

David, Hit the red emergency button on your Cab 1, that should kill power to the track. If you have the manuals for the TMCC follow the reset instructions. I no longer have TMCC but, if I remember correctly, there is a setting for regulating maximum power from a Powermaster. As Paul mentioned check the switch on the side of the Powermaster to make sure it is set to conventional rather than command. Also check to see that the other switch is not set to program mode.

Thank you again for all your suggestions but unfortunately the problem is still happening.

My dad and I have 2 Lionel powermasters that are controlling 2 sides of our layout. Something has happened and I'm trying to figure out how to get them to respond to the cab 1.  When  I turn on the power to them they both the green lights come on. When I turn the knob on the cab 1 they both blink along with the red light. But the track power stays on and and the engines only goes backwards in a slow speed. Also the bells and horn does not work and they will only go 1 direction. 

I have disconnected the Powermasters from the layout and the track works fine. I checked to make sure the switch is in conv and run and they are.  I looked in the manual and did what the 2 gentle men suggestion and that did not help.  Does anyone know what maybe the problem and can help me get them working again?

In addition to following the guidelines in the instructions to the letter, a few suggestions:  1.  Since you are using two Powermasters, are the two blocks isolated from one another either by use of a fiber pin, or better yet, no pin in the third rail and thus a slight gap between the two blocks?   Remember, you are running two railroads and the PM addressed  should only respond to its track number, the lines being Tr 1 & Tr 2.  Be sure to program your PM for each line, per instructions. Are your connections correct--fuse line to power, other wire to ground?    Did you have a derailment that could have resulted in a power surge, thus a "blown" moffset (sp?) in the PM?  If so, it is unlikely that both units would be affected, unless your derailment was where the two lines intersect.  I have read your description of the problem several times and I'm inclined to think that if you follow up with the suggestions from all who have responded and you take each step for correct set-up you will solve your problem.    Hang in there.
