This engine barely creeps along when powered up. I have tried resetting it and reprogramming it. Whistle, bell, smoke, sounds all work but it will just not do anything but creep. I have tried resetting cruise control (which it has) and even turning it off. None of that works. I have tried to change the speed steps but not certain it took those. It will go forward and backward but with no speed.
Appreciate any ideas on what I can try.

Welcome to the wonders of K-Line Cruise. Time to replace the K-Line Cruise module with the ERR Cruise Commander M. If you want more slow engines, I have a few of the K-Line cruise modules in my junk box, several of them have the same failure. 
Sunset models says they are sold out of this item. Are there other options? Do you have one?
WOW, they're out? I have those on my next order, time to rethink that! I don't have them now, and I guess I won't have them for a spell...
Havent run mine in some time now but I recall that it ran at slow speeds using the legacy system in TMCC mode. Going back to the Caab-1 mode seemed to improve things.
Question I would have is would not a solution be just to remove the K line Cruise board or is that not possible?
There is. A switch on the bottom of the engine to turnoff Cruise. I tried that. Did not help. Think I am going to try the cruise commander when I can get one.
are you running with Legacy. If so did you try the cab1 mode ?
When I've had that problem, running with the CAB1L on my Legacy system (which is CAB1 mode) didn't change the behavior. It's actually some failure on the board. I've also tried every known K-Line Cruise Reset on those failing modules, and no luck there either.
