Lionel 0645w / 0147 controller

While cleaning out some parts boxes I came across a Lionel 0147 controller.  I think it is for a Lionel HO 0645W whistling tender. Unlike the 147 controller, there is no place to put a battery in a 0147 controller. Judging by the circuit diagram (attached) of the tender, it looks like the controller is designed to quickly interrupt the circuit to activate a "reversing unit" in the tender to switch on the whistle motor. Another quick interruption would turn it off. There is also a diode in the circuit. Does that mean the whistle only blows in reverse? It just does not make sense to me. I was hoping someone with more experience with Lionel HO might know.

Yes, the 0147 controller interrupts the current to the track for a split second. don't quite understand why they chose a big copper disc on a spring loaded axle to accomplish this. The controller seems over engineered to me. The diode in the tender is to keep the whistle motor from running backwards. The whistle only operated when the engine is running forwards. It had to run quite fast to hear any sound from the tender, and the engine lurched when you operated the controller. One push started the whistle, another stopped it. Same with the horn in the 0535W B unit.
