The original moguls were great engines-they had command and cruise control. The new C&O looks great: however the new moguls do not have command or cruise control Has anyone out there put an Electric RR board in one of these?

I think its time for Lionel to offer the Moguls with Legacy.

You might try taking yours apart to see. I have one of the original ones from several years back. The chuff switch started acting up and I attempted to open up the boiler. When i did, the proverbial 10 pounds of $#$%@ in a five pound bag started to spill out and i just got it back together - barely.
In other words, it's crowded in there.
Lionel's worked to shrink Legacy into American Flyer, the newer, smaller boards might fit in the Mogul.
