It took awhile, but I found that the 159 Semaphore is designed to show "stop" until a train enters the block signaled by the semaphore, then change to "go".  That is how they designed the later versions of the semaphores.



summary:

- the 151 (1947- 1969) is showing "go" until activated (I would see that as being used to signal another train that a block is occupied).

- the most recent ones (incl. 159) show "stop" until activated.   They intended to have the operator stop, then enter the controlled block with a simultaneous change to the semaphore.   

I am not sure which is prototypical.
