Need help in wiring a Lionel American Flyer #758 "Sam" the semaphore man to a 3 rail layout

Does anyone know how to wire "Sam" the semaphore man to my 3 rail Gargraves track layout? Can I use an infrared detector to activate the accessory? Or, can I just supply 15 volts to the accessory and control "Sam" and the semaphore manually? The Lionel manual gives no info on how to wire "Sam" to a 3 rail layout.
