What I am seeing, it looks like a home made bumper using Gargraves track. Clever way to build bumpers.

Sorry al C. but that is no gargraves track! Blow up the picture shows the track fastened to unique wood ties. Gargraves does NOT spike their wooden flextrack.
Right off the bat the rail shape as well as the ties dictate a unique wooden tie tinplate track.
Since it has buffers instead of a center mounted bumper, it appears to be of European origin.

I agree. I'm not sure that the track segment was originally part of this. It looks like the die cast bumper was just nailed to the ties.

This bumper has been made by a french toy train manufacturer named LR for Le Rapide or Louis Roussy, name of the manufacturer. It's a pre-war model, and the wooden ties where very typical from LR.
