Penn. 6-38816 RS-3 LC+ sound problem

Now that I have a layout up I've been testing engines. The subject engine seems to run but the sound is very bad. High pitched whine and white noise over the actual sounds of revving, dialog, couplers, etc. Sound occurs whether the sound is turned on or off. Earlier I thought the whine increased with speed, now not so sure.

What am I looking at? I'm assuming no adjustments can be made. What do I have to replace?

BTW it's LC+.

Is there a "reset" possible like with the TMCC engines?
