Do the two screws that affix the pick up roller assembly to the bottom of a F-3 (power or dummy) truck have to be used with a felt or plastic washer so as not to cause a short?

Yes. A fiber washer against the screw head and a second insulator for the pickup assembly itself.
U, thanks. That's what I thought. I had to find out the hard way. Now if I can just find a small fiber/plastic washer at the local hardware store.
I have found a very good selection of small plastic washers at ACE hardware that can be used or modified for engine and accessory repair.
Bill, thanks. I agree. The big box stores don't have the selection of "small stuff" that ACE has.
You can make insulated washers from the soft plastic tops on peanut and/or oatmeal cans, or old credit/gift cards, or milk jugs.
You can even make them from paper, like a cracker or cereal box or business card.

You can also buy "fish paper" and cut them out from that.
