I have found a 1615 that has the later white heat stamped number. It has no marks, dings, no rust, no chips. My question is what would be a good offer? I do not want to spend to much but I don't want to offer to low.

Regardless, an EBay search for sold lots of "lionel 1615" returns a fair number of results. The prices are lower than I had anticipated. I'll leave it to you to do your own search.
The "book" says $0 in good condition. Offer him 75, se if h will take it. Sometimes a low ball price will make them mad. You could even see if he ould nibble at 65. Does everything work ??
