This Aluminum bodied 
headend car had black lettering which was painted into an engraved surface. I would like to hear of any tried-and-true techniques for filling the engraving to create a smooth surface for new decal lettering.

If it was mine I would first drill out the rivets and either replace the plate or use a power buffer to polish it out or just flip it over. It will be pretty tedious trying work on while attached to the car and you risk altering the car finish itself.

Yep,….I’d agree with Pete, ….take the car apart, and cut the peened side of the rivet from the inside where it’s inconspicuous, …..then pop the plate off…..….then flip the plate over, or if it’s still witnessed on the other side, fabricate a whole new plate …..then you can work off the car, and eliminate that variable ….
