As I understand the Sc-2 manual, you are allowed to program routes 1-9 regardless of how many Sc-2s you have. And they are need to be in program mode.

What about Sc-1s? It does not say in the original TMCC guide.
And I do not have the manual.

And can the routes include both types of switch controllers.

I thought so once also.
But it shows you how to in the original TMCC guide at the top of this thread.
And I have my yard spurs set up as routes.
But I does not mention how many are available and I could not Finns any reference to ow they play together.

Gotta love the Lionel documentation.

Only difference between an SC1 and an SC 2 are the number of terminals you can control and the amount of current the relays can handle.  SC2 is a much more capable device.  The address field under TMCC for routes is 5 bits.  That should mean 32 possible routes. I suspect that the issues with 1-9 has more to do with the CAB-1 being partially brain dead.  This is why you can only use the lower number of TR's and why there is no absolute speed step control.  You have access to the additional fields when you use the CAB-2.

Well I have 8 K-line low profile switches on 2 Sc-1s and never had a problem.
6 of them in my yard with 5 routes for switching between 4 spurs, my yard lead and AD track. 
I am about to add another 6 older K-line switches to an Sc-2.
They use more voltage and current for their solenoids so hopefully the more robust SC-2s will also work well.

I still have another one and an ASC for expansion.
Both seem to have relays rated for 20 amps. More than enough I would hope.
I will just need to use my last 4 routes wisely.

Also, RTE programming is done with SC-2 in RUN mode, not program (page 16).  I believe that the only time these devices are in PROGRAM mode is when you set there ID and "mode" (accessory/switch/mixed).  

 

While the SC-1 manual doesn't mention Routes per se, that is covered in "The Complete Guide to Command Control".  Based on the addressing information in the back of that document and what is in the Legacy documentation, the address limits of 0-9 for TMCC had to do with limits in the CAB-1 and not the SC-1, SC-2, or the ASC.  CAB-2 allows for double digit route addresses but has a warning about time delays on activation of these and "sub" routes.
