I am at the stage of adding tiny paper signage to the windows of some storefronts. Is it recommended to put the signs on the inside or the outside of the window?

If attaching on the inside, what type of glue should I use so it does not cloud the plastic? Will my testors window/canopy glue work for this type of application?
