So I have my TCA badge that I got at York two years ago. I see guys wearing them around their neck at all sorts of train meets, whether the meet is a TCA meet or not. Is it a good idea to wear your TCA badge at any and all meets you attend ?

Why not, it's just a badge holder.

But you need to know the secret handshake when you meet someone else wearing one.

Are you talking about the badge holder, or the actual badge for a specific TCA meet? If its the badge holder I think it is alright to use it for other events that issue badges.
If the actual event badge, maybe they wear it because it identifies them as a TCA member and it has their name on it? Useful to meet new people?
I only wear mine at York and only recall seeing a few over the years at non-TCA shows. I don't recall seeing any at local TCA meets/shows as those have adhesive name tags for attendees to write their names on. That being said it's probably a good idea at non-TCA shows as you never know who you'll meet and it can't hurt when dealing with vendors.

I like to show up at railfan spots, flash my badge and declare, "Gentlemen, I'm with the TCA!" and watch their expressions.
I have worn my OGR Forum pin on my York badge for many meets, and never had anyone comment on it. Probably because I don't "hide" in back of a forum name.
Never worn any badges or paraphernalia except what was required to get into and stay into a train show/meet.
I don't even have a vest with 50 patches.

When we do a show, I use my York badge holder to hold my PIHR name badge. It serves a useful purpose, and it also serves to spread the word about York as I've had a number of people ask me about York as a result of me wearing it at shows.

I never thought of it, but I think it is a good idea to wear it places other than York too. Let's see if I forget to wear it now.
Personally I don't like name badge holders but I do wear my OGR name holder when I attend local train events.
I wasn't around when the OGR name holders and pins were distributed.
I have my York badge tattooed to my chest. Getting the color changed every 6 months is PAINFUL.
