There are products out there that you would have to wire into the circuit in order to accomplish what you want to do.  I believe Dallee Electronics makes a flasher circuit for use in building your own cross buck.  But with a bit of ingenuity, there's no reason you couldn't incorporate it into the Lionel crossing gate/crossbuck.  You would most likely have to have the Dallee device housed under the platform or camouflaged in some sort of building on the layout.

FWIW, the MTH (RailKing) version of the 262 accessory has alternating flashing lights.   

After MTH's first release of this accessory, I could never understand why Lionel didn't compete on their subsequent issues of the 262.  During my 20+ years at the LHS I recall the MTH version outsold the Lionel by a wide margin when customers were apprised of the difference.

But, yes...there are simple circuits available for the modification.
