To be clear, you have the "original" 262 style as depicted here?
In other words, when active, gate drops, lights on solid. When inactive, gate rises, lights off.

There are products out there that you would have to wire into the circuit in order to accomplish what you want to do. I believe Dallee Electronics makes a flasher circuit for use in building your own cross buck. But with a bit of ingenuity, there's no reason you couldn't incorporate it into the Lionel crossing gate/crossbuck. You would most likely have to have the Dallee device housed under the platform or camouflaged in some sort of building on the layout.
The 262 lights were not designed to flash. Are you looking to modify yours?

FWIW, the MTH (RailKing) version of the 262 accessory has alternating flashing lights.
After MTH's first release of this accessory, I could never understand why Lionel didn't compete on their subsequent issues of the 262. During my 20+ years at the LHS I recall the MTH version outsold the Lionel by a wide margin when customers were apprised of the difference.
But, yes...there are simple circuits available for the modification.

I believe it was 6-62162 from the 2014 catalog. When it was cataloged showing flashing lights, I assumed it was another catalog error on this item, like it had been dozens of times since 1970. But lo and behold, we hooked one up to a portable layout at a train show, and THEY BLINKED! And then Lionel stopped making it.

Joe Stachler at TM did a video years ago about how to make the lights flash, but you have to remove the existing wiring or modify it since the bulbs are wired in series.
Once you wire it so each bulb goes to a separate hot lead, then you can connect them to an electronic flashing board of some type.
