The USPS will only communicate via phone.  I think they have a problem with putting things in writing. 

Anyway,  All Sunset shipping cartons have labels at both ends describing the contents and they are almost impossible to remove.  If you have ever received anything from Sunset or one of their dealers you have seen these labels.  These labels not only describe the contents but also have Sunset's address on them.  There are also descriptions on the inner cartons which have Sunset's address and a owners manual with Sunset's phone number.  If they had done as was described above and opened the package and found it's contents to be as described on the shipping carton then they could have, at a minimum,  contacted Sunset to see if it they had shipped it.  But not even that was done.

Oh, and the police are not involved at all.  Having been though this once before I learned how all this works.  Ebay will only communicate with the police regarding theft.  HOWEVER, the police will not get involved with anything while in transit via a common carrier.  It is up to the common carrier to take care if it.  In the case of the USPS it is the Postal Inspection Service.  These are the people who will not communicate except via phone and mostly you have to leave a message on their answering machine because they never answer their phone.  After I got an answering machine at the 5th phone number I was forwarded to I quit.  It is obvious they cannot be bothered. 

So, therefore if you purchase anything on Ebay or whatever, and it is lost or stolen in transit the police will simply forward you to the carrier.  It's a jurisdictional thing.  In this case because the USPS agrees they never delivered the package the police at neither end are involved.
