From the repair manual on the 2023-100 motor.  4 thrust washers 671M-23, two thrust bearings 681-121 and 1 C clip 671M-22.  Thrust Washer against the armature, Then a bearing and another thrust washer, Insert the armature into the housing.   On the outside thrust washer, bearing, thrust washer and C clip in the notch in the armature.

If you are sure there were only 3 thrust washers, the second one above, against the inside of the housing/bearing may be the one not used.   The bearing has a larger surface on the inside of the housing.  There should be little verticle play, .010" or less.   If there is .02" or more play then the 4th thrust washer is most likely needed.

Don't forget lubrication on the bearings when assembling.
