I picked up a used Christmas set for my daughter. Everything worked on my bench with a CW-40, but with the supplied transformer there is no horn. Just want to take a peek and not break anything!!

Is there rubber feet on the controller? If so, peel one off and there may be your hidden screws.
4 rubber feet and 1 screw visible without removing any of the feet. The obvious one is out...
Before taking it apart, try switching the track leads. Take the one that was connected to the center rail and connect it to the outside rail instead. Reverse the other lead the same way. Try the horn again. Lionel horns work via a positive DC offset to the rails. With the track leads attached one way, you get this positive offset. With the leads reversed, you get a negative DC offset which won't blow the horn.
Took it apart, cleaned the buttons for the whistle and direction. All better.
BTW - There were 3 more screws under the rubber feet!
