In looking at the type of freight wagons and locomotive light positions, my guess would be a freight yard somewhere in Germany.  But a larger picture would help a lot. 

larger pic would be nice then I could print it.

but unfortunally that is all I got.

I'm pretty sure it's China:

  A.  The usage of the blue light in the 'dwarf signals'

  B.  The blue 'road switcher' looks very much like a Chinese model*, especially in that blue paint scheme.

  C.  The style of the catenary insulators

  D.  It looks like centre couplers rather than buffers.

  E.  The track layout

  F.  The catenary structures and span mounted lighting

I agree the tri-lights and some aspects of the catenary towers give it a Germanic aspect -- but even Hamburg Maschen doesn't have a track layout like that...
