I just bought this Lionel 6-11744 and would like to turn this into tmcc if possible. Does anybody do this on the website were I can ship it to them and have it done? Is it expensive to do? Thanks for everybody’s help.

You are paying for parts and labor to convert, if conversion is even possible. There are a multitude of purveyors on this forum who might do what you desire. Try looking up GunrunnerJohn, GGG, and Harmon Yards for starters. Also, "search" for engine modifications and I bet other candidates will also be found. Prior suggesting about acquiring a modern engine, with the specs you desire, to replace the set engine sounds good to me and will probably cost about the same or a little less. Plus, you get the added benefit of a warranty (worthless if you buy an MTH engine since they are closing down in a few months) should something go wrong.

Check out the 3rd Rail website for TMCC conversion kits. You'll need the AC Commander kit (your RS3 has A/C motors IIRC) at a minimum. To add sound, you need one of the RS kits and a speaker. Parts cost ~ $250. Plus labor.
I've done a few diesels (MTH with the $#!& failed QSI electronics). To get good sound, you'll have to get clever making a baffle for the speaker (there are many discussion threads on the forum) and that's some of the labor cost of having someone do it for you. IMHO, purchasing a newer engine already equipped with TMCC or Legacy is the best approach.

To answer your questions succinctly:
Overall cost will be between $300 to $400, including labor but not shipping.
For sources, do a Google search. Many will point back to forum members who often posted about their ability to do conversions. Or use the search function on the forum. That’s what it’s there for.
You want an Electric Rail Road Co (3rd Rail) TMCC Commander kit. You can even add RailDounds to it.
But: because your engine has dual truck mounted can motors, cruise is probably not an option.
Its easy enough to do if you’re handy with wire strippers and a soldering iron.
