The board you sent worked on the bench with four wires on it. I ran it from a 1033 transformer and used a motor from my parts box. It reversed and everything. You don't need that lighting board to make this go, though they're nice for lighting if we ever get this one going! 
Just letting my foggy head touch all bases.

GREAT! as for the lights, it really depends on what the function of the lighting board is, I really don't have any idea what it's inputs are supposed to be.
Where was it connected before?

John; I had taken a photo of the connections but I had not transferred them to my computer & since that time a while ago, I lost all my files on my phone.
I don't see anything in that blog that describes the headlight board. Since there are only four wires, two for the track power and two for the motor, the choices are limited.
If the lights are directional, I'd assume they tapped off the motor drive to get the directional capability, that's what I'd do.
Those pictures are not nearly detailed enough to determine what's going on. Really, what would have to be done is either find some information on this board or trace it out and draw a schematic so we could figure out what it does.
My guess is probably correct in that case, the motor provides the polarity reversal to do the directional lights. It does have directional lights, right?
I see a bridge rectifier, a couple of diodes & caps, and what appears to be a three-terminal regulator.
Not sure I can guess the connections from this far away.
